Hit the waiver wire or not?

I had T.O., Dwayne Bowe, Andre Johnson, and Javon Walker. Due to bye week 8, I had to drop Johnson and Walker due to injuries. Luckily, Lee Evans and Hines Ward were my pick-ups. I am thinking about dropping Evans so I can pick up one of Javon again, and toying with the idea of dropping Bowe for Johnson. I know they haven't produced yet, but I think at the end of the season, the numbers for Javon and Andre will exceed Bowe and Evans. What do you think?
