How common is for a dog to survive rabies with no obvious symptoms and infect people without biting 'em badly?

The dog in question is a year old, not vaccinated. He used to be a nibbler when he was little (barely breaking the skin), now he's a licker. I sometimes get my arms scratched by gooseberry bushes and whatnot. And I pop zits until they bleed (omg what was I thinking?!). We live in a city, where no cases of rabies have been reported this year yet. He's an outdoor dog, kennel-chained, no enclosure. Hedgehogs, stray cants and dogs can come near him. He's been ill a month ago (diagnosed with some minor ailment). I've just read horrible things about rabies and can't sleep... What should I do?
