How are people still unaware that "marijuana" and "hemp" are the same plant?

They are both Cannabis sativa, though Cannabis indica is smokable but doesn't qualify as hemp. Why do people insist that there is a difference when there obviously isn't one. Even that anti-"drug" site, not abovetheinfluence, but the other one calls it by the name that it was originally known by, indian hemp.
