How to cut a hooded sweatshirt?

I was wondering how to cut off the hood of a sweatshirt, so it's kind of like an 80's sweatshirt (bare shoulders). I don't want to ruin the sweatshirt or have straggly strings everywhere. Please let me know if you know how to do this!
