Nys landlord laws... hazardous electrical problem?

We live in a trailer park in central ny.. Almost all the trailers have old electrical fuse boxes that are clearly a fire hazard. In november we told our landlord about the bad fuse box and he said that he would fix it and never did. A week ago our hotwater tank caught on fire. The electrical box shorts out when you run the dryer and or hotwater. Im not sure who to call but i am seriously concerned for the safty of the people who live up here. Trailers burn hot and fast and with all the fuel tanks its clearly very unsafe. Who do I contact about this terrible landlord?????
