Could Bill Clinton run again and if so why hasnt he?

Yes I know you cant be president for more than two terms, but isnt that in succession?. Now he has been out or 8 years, could he not have stood again?. Hilary Clinton seems to stand for nothing and is getting in the way of Obamas chances. Heaven help us all if there squabbling allows that idiot Mcain to win.
